Trichet he say’s ‘No’ to Article 9
The president of the European Central Bank does not like Article 9 of the EU Reform Treaty. He doesn’t think "Those are words on paper…"
Jean-Claude Trichet has concerns that the treaty which gives the EU a new legal framework will undermine the Banks independence.
His concern is that, as an EU institution, the ECB would be bound by the same code that applies to the Commission and European Council - namely to co-operate with each other and to pursue a set of common European values.
In other words he dosnt want the ECB to be part of the supreme government of Europe
The Telegraph thinks it's all the fault of France.
