Ministerial Code: appears to arise
John Prescott was facing a deepening political storm last night over allegations that his mistress enjoyed perks and privileges at the taxpayer's expense. Sunday Telegraph

Ministerial Code also says ministers must "not ask civil servants to act in any way which would conflict with the Civil Service Code". This states that a civil servant should not behave in a way that is "improper or unethical".
I am not sure that being shagged by Prezzer can be described as a 'perk' though!
