Yesterdays Queen’s Speech made it clear that the UK coalition government is gearing up to push through reform of the Royal Mail in the form of part-privatisation.
The Postal Services Bill, drawn up by the previous Labour government following research and recommendations by Richard Hooper, is to be resurrected as part of a range of bills proposed by the new coalition government.
But here is the real story.
It was back in 2006 that the EU commissioner for the internal market, at the time Charlie McCreevy, told Member State governments across the European Union that they must scrap their monopoly on delivering letters by 2009.

Directive 97/67/EC of the European Parliament and of the Council of 15 December 1997 (came into force in February 1998)
Directive 2002/39/EC of the European Parliament and of the Council of 10 June 2002 amending Directive 97/67/EC
Directive 2008/6/EC of the European Parliament and the Council of 20 February 2008 amending the initial Postal Directive 97/67/EC as amended by Directive 2002/39/EC
Prior to the implementation of the 1997 European Union Directive, the UK postal service sector was governed by the Post Office Acts of 1953 and 1969 and the Telecommunications Act 1981. This legislation set out the responsibilities of the British Government towards postal services and gave the Post Office its powers and duties.
The Postal Services Act 2000 (PSA) implemented the 1997 European Union Directive in the UK. Statutory Instrument 2002 No. 3050 amended the PSA to take account of the changes required by the 2002 European Union Directive.

For it should be remembered, that thanks to Tony Blair and Gordon Brown our European rebate was renegotiated and this year our net contribution to the European Union will rise by 60 per cent, from £4.2 billion to £6.4 billion.
Everyone knows the one about the constipated mathematician who worked it out with a pencil.
But have you heard the one about constipated Chancellor of the Exchequer, who couldn't budget?

The total UK personal debt at the end of March 2010 stood at £1,460bn. The twelve-month growth was 0.9%. Individuals owe more than what the whole country produces in a year.
Total lending in March 2010 rose by £0.6bn; secured lending increased by £0.3bn in the month; consumer credit lending increased by £0.3bn (total lending in Jan 2008 grew by £8.4bn).
Total secured lending on dwellings at the end of March 2010 stood at £1,239bn. The twelve-month growth rate was 1.0%.
Total consumer credit lending to individuals at the end of March 2010 was £222bn. The annual growth rate of consumer credit was 0.4%.
Average household debt in the UK is ~ £8,796 (excluding mortgages). This figure increases to £18,324 if the average is based on the number of households who actually have some form of unsecured loan.

If you add to this the March 2010 budget report figure for public sector net debt (PSND) expected in 2014-15 (excluding financial interventions) then this figure rises to £113,742 per household.

Walk into a bar in parliament and you can buy a pint of Foster's for £2.10. That's a little over half as much as in a normal London pub.
If minimum pricing for alcohol is to start anywhere then it should be set to the level of the Houses of Parliament.
And then it should look at it from a regional perspective (localism), the starting point should be the various Liberal, Labour and Conservative Clubs around the country.
In fact our local Conservative Club buys it's wine from NETTO and charges Tesco prices.
By the way, NETTO doesn't do loss leaders.
However, I have a sneaking suspicion that this coalition government has a 'Lost Leader'.

All of a sudden the yellow scorpion saw a fox.
He asked the fox to take him on his back across the river.
The fox said, “No, If I do that, you'll sting me and I will drown.”
The scorpion assured the fox, “If I was to sting you, we would both drown.”
The fox thought about it and finally agreed and the yellow scorpion climbed up on the foxes back. The fox began to swim... but.... halfway across the river, the yellow scorpion stung the fox.
As the poison filled his veins, the fox turned to the scorpion and said, “Why did you do that? You know that we will both drown.”
“I couldn't help it,” said the yellow scorpion. “It is my nature.” I am a Liberal Democrat.
