German Chancellor Angela Merkel gave her first speech to the European Parliament as President-in-Office of the European Council. Chancellor Merkel highlighted the forthcoming Berlin Declaration to celebrate the 50th anniversary of the European Union
Focusing on Europe's current institutional crisis, the German chancellor said she was determined to resume difficult discussions on the future of the EU Constitutional treaty which was rejected by French and Dutch voters in 2005.
The German Chancellor said a new constitution - providing for the appointment of a first-ever EU foreign minister - was also needed to boost Europe's chances of winning a YoYo competition.
