COPENHAGEN — The U.N. climate conference narrowly escaped collapse Saturday as bitterly divided delegates agreed after all-night talks to recognize a political compromise that President Barack Obama brokered with China and other emerging powers. The Copenhagen Accord was bogged down for hours by protests from delegates who felt they were excluded from the process or said the deal didn't go far enough in cutting the greenhouse gas emissions that cause global warming.

Carlisle... a sterile petri dish
The final 14 finalists hoping to be named the UK's first city of culture in 2013 have been revealed.
The cities are Barnsley, Birmingham, Carlisle, Chichester, Hull, Ipswich and the Haven Gateway, Norwich, Portsmouth and Southampton and Sheffield. The county of Cornwall is also in the running, along with Derry, Southend, Durham and Swansea
Carlisle as a city, certainly has history and plenty of it. (At one time, it was the capital of England) But as a border city, its culture is neither Scottish nor English. In fact, in the past it has struggled to associate itself with the county of Cumberland never mind the 1970’s construct Cumbria. Any city that has to shut off its streets on a Saturday night is as cultured as a Spanish costa in mid winter. In fact, Carlisle City Council is bordering on bankruptcy and in a phrase, is a sterile petri dish.

Gordon Brown is heading to the UN climate negotiations in Copenhagen with the aim of establishing himself as a major "broker" of the talks.
His arrival comes after the talks were suspended for several hours when poor countries, led by African nations, staged a walkout over accusations that richer countries were seeking to dodge their obligations to cut carbon emissions.

Enron Brown
Yesterday, our Prime Minister Enron Brown announced that the UK will provide £1.5billion towards a £6.5bn EU package to help the poorest countries to tackle global warming.
The trouble for Enron Brown is that there is no mention of this in this weeks Pre Budget Report and the problem is that, at the moment the government have not got the legal right to collect any increased duty that this commitment will require.

A new opinion poll published in today's Independent newspaper is showing that the likelihood of a hung parliament is becoming stronger with new figures indicating the Tories down to 37 per cent (down three from last month), Labour on 27 per cent (no change) and the Liberal Democrats on 20 per cent (up two per cent).

The Health & Safety Elephant
In a speech today at the Policy Exchange think tank, David Cameron, is expected to say: “For every piece of health and safety legislation, we need to ask whether it fulfils a useful purpose – and if not, it must go.”
A task force headed by Lord Young will draw up plans for “tearing down the walls of bureaucracy” if the Tories win power.
Oh Hum.......Elephant in the room
The EU Health & Safety Directive was first brought into effect in 1989 by what was then called the Council of European Communities. Essentially the measure was put forth as what is termed a "framework directive." This makes it a binding commitment on the part of European Union member states, to continuously improve their workplace health and safety standards through domestic legislation in order to conform to provisions contained within the directive.
