Latvia, after Hungary, is the second European Union country to seek a bailout from the International Monetary Fund.

Prime Minister Ivars Godmanis refused to specify how much Latvia needed

But Latvia's Finance Minister Atis Slakteris told journalists. "We will negotiate until a happy end,"

The only happy end, would be wave bye-bye to the European Union.
