Differences in the way that the health service is run in England, Scotland, and Wales has increased since they were devolved to separate elected bodies. Ministers in the Scottish Parliament and the Welsh assembly have full autonomy over there respective Health Service legislation.
So how is Cameron going to be able to discard with their respective targets.

SNP plans for a referendum on independence have been in the spotlight over the past few days because of confusion as to when an SNP-led government would publish a bill on a referendum and when the referendum would take place. (Scotsman)
Mr Sillars has obtained a series of background briefing papers for ministers under the Freedom of Information Act. They state that it would be illegal for any minister to play any part in a referendum on the constitution, questions of which are reserved to Westminster.

Under international law, the only effect one Independent State can have upon another Independent State is through the obligation and terms of a bi-lateral Treaty. This principle is embodied in Article 27 of the Vienna Convention on the Law of Treaties , that states: a “…party may not invoke the provisions of its internal law as justification for its failure to perform a treaty.”
The UK Government draws up on its LEGAL BASIS from The Treaty (or Act) of Union, 1707.

The people of England & Scotland, since devolution, have had different rights, privileges and advantages. The treaty of union is therefore null and void and England or Scotland can withdraw using the provision of Article 61 of the Vienna Convention on the Law of Treaties.
Article 61 Supervening impossibility of performance
A party may invoke the impossibility of performing a treaty as a ground for terminating or withdrawing from it if the impossibility results from the permanent disappearance or destruction of an object indispensable for the execution of the treaty. If the impossibility is temporary, it may be invoked only as a ground for suspending the operation of the treaty.

MEPs want to influence
Current EU presidency Germany has so far indicated it will sideline the European Parliament focussing instead only on canvassing government opinion on the two key issues over the coming months.
As part of the streamlined approach, chancellor Angela Merkel has sent a letter to member states asking that only heads of state and government and certain nominated officials should handle the thorny constitutional question, which sees 18 member states having largely ratified the document, two having rejected it and several likely tricky ratifications to come.

As part of the negotiations, the British Government conceded that English spelling had some room for improvement and has accepted a 5-year phase-in plan that would become known as "Euro-English".
In the first year, "s" will replace the soft "c". Sertainly, this will make the sivil servants jump with joy. The hard "c" will be dropped in favour of "k". This should klear up konfusion, and keyboards kan have one less letter.
There will be growing publik enthusiasm in the sekond year when the troublesome "ph" will be replaced with "f". This will make words like fotograf 20% shorter.
In the 3rd year, publik akseptanse of the new spelling kan be expekted to reach the stage where more komplikated changes are possible.Governments will enkourage the removal of double letters which have always ben a deterent to akurate speling.

EU Regulation putting lives in danger
On 20 August 1989, on the River Thames, the gravel dredger Bowbelle collided with the pleasure cruiser Marchioness and 51 people lost their lives. That tragedy resulted in the Government implementing stricter safety requirements for those navigating on the River Thames.
These safety regulations are now in danger as they have been diluted as a direct result of the Governments implementation of EU Directive 96/50/EC. The current United Kingdom standards have been replaced by much lower standards under a harmonised European boatmaster’s licence. However, this was not necessary, as the same directive allows, under Article 3(2), for Member States to apply exemptions on national waterways and issue boatmaster’s certificates under their own conditions.

The Tourist from Hamelin
.. story of the tourist from Hamelin who walked into a Berlin curio shop.
After looking around for a while, she noticed a very life-like bronze statue of a rat. It had no price tag, but it was so striking that she decided to have it anyway.
So she took it to the owner and said: "How much is this bronze rat?"
The owner replied: "It is EUR 12 for the rat, and EUR 100 for the story."
Well the Hamelin tourist gave the man his EUR 12 and said: "I'll just take the rat - you can keep the story."
As she walked off down the street, she noticed that a few real rats had crawled out of the sewers and begun following her.
This was a little disconcerting, so she started to walk a little faster, but within a couple of blocks the swarm of rats had grown to hundreds, and they were all squealing & screeching in a very menacing way.
She increased her speed & ran on towards the ‘River Spree’, and as she ran, she looked behind her and saw the rats now numbered in their MILLIONS, and they were running faster & faster.
By now very concerned, she ran to the bank of the river and threw the bronze rat far out into the water.
Amazingly, the millions of real rats jumped into the water after it and were all drowned.
The Hamelin tourist walked back to relate all this to the shop owner, who said:
"Ah, you've come back for the story then!"
"No," said the Hamelin tourist - "I came back to see if you've got a bronze of an EU Commissioner or MEP
